Subject: Request for Expression of Interest (REOI) for Finance Associate & Project Associate.
The Government of the People's Republic of Bangladesh (GoB) has received a credit from the International Development Association (IDA) towards the cost of Bangladesh Insurance Sector Development Project to be implemented by the Insurance Development & Regulatory Authority (IDRA) and intends to apply a part of the proceeds of this credit for hiring the following Associates for the project.


A.    Services Name: Finance Associate (FA)


Number of the post: 1 (one)


Package Number: S-1.7-2

Duties and responsibilities of FA:


The duties and responsibilities of the Finance Associate along with the key requirements for the position are defined below:
•    Full compliance with IDA and GOB rules, regulations, and policies of financial activities, financial recording/reporting system and follow-up on audit recommendations;
•    Maintaining Books and Accounts and relevant registers
•    Provide information/reports to IMED/ERD/MOF/IDRA/IDA and other various stakeholders on the Project's financial performance.
•    To record commitments, expenditure and performance of contracts and a system for generating periodic contract status reports; and to process bills for payment.
•    To integrate with the accounting system to enable comparison of actual performance with budgetary targets periodically; and to ensure that financial forecasts are based on projected work programs and actual performance
•    To ensure that a satisfactory system of internal controls operates; to ensure use of financial powers, delegated or otherwise; to ensure an adequate internal check and control system to safeguard physical assets; and to ensure timely periodic and regular reconciliations.
•    Prepares the yearly planning of the financial needs for forthcoming periods based on DPP/FA/PAD/ Procurement Plan.
•    Timely and accurately recording financial transactions in a Computerized Accounting System (CAS) and accurate and efficient reporting requirement consistently.
•    Maintenance of DA Account/CONTASA & monthly bank reconciliation correctly and timely.
•    Prepare document for timely replenishment of donor's fund and submission of withdrawal application with supporting documents.
•    Prepare draft quarterly Interim Unaudited Financial Report (IUFR) and ensuring their timely submission to IDA.
•    Prepare draft annual and quarterly disbursement forecast for all component of the project in line with the procurement and implementation plan.
•    Assist both external and internal auditors in carrying out audit by providing necessary financial information and respond to the audit queries.
•    Perform any other duty, as and when, delegated by the Authority.

Qualification for Finance Associate:


Masters or MBA in Accounting/Finance/Management or related field is a must. Partly passed in CA/CMA/ACCA examination or Chartered Accountancy article ship completed will get preference.


Experience & Specific Skills for FA:


•    Minimum five (5) years of work experience in Accounts/financial management in Government/Semi-Government institutions/private sector. Experience in Multilateral Development Banks (MDBs) financed project will get preference.
•    Extensive knowledge of Government budgeting, fund release and reporting requirements
•    Extensive knowledge of IDA's financial management and disbursement procedures
•    Excellent spoken and written Bengali and English skills



B.    Services Name: Project Associate (PA)


Number of the post: 1 (one)

Duties and responsibilities of PA:


The duties and responsibilities of the Project Associate along with the key requirements for the position are defined below:
Under the general supervision and guidance of the Project Director, Project Management Specialist, he/she will be responsible for the following:
•    Assistance to facilitate and monitor project activities;
•    Assistance in drafting work plans, TORS and progress reports, supervise work of consultants for project activities
•    Monitor overall progress on achievement of results, based on the indicators.
•    Prepare project management, coordination and implementation reports
•    Participate in visit to the project site(s) as required, and assistance to collect information to prepare reports
•    Assistance in compiling statistics and information from monitoring visits.
•    Perform any other duty delegated by the Authorities

Qualification for Project Associate:


Master or B.Sc. in economics, business administration, finance, accounting, engineering (Computer Science Computer Science and Engineering/Electrical and Electronics Engineering/ICT/ Information System Security)

Experience & Specific Skills for PA:


•    Minimum 5years of combined work experience in finance, business administration, accounting, procurement;
•    Minimum 3 years of procurement experience with impeccable reputation and knowledge of the procurement guidelines and requirements for the World Bank-financed projects;
•    Excellent computer skills in Microsoft Office tools (Word, Excel, and Power Point) Internet use including database use is required;
•    Fluent verbal and written Bengali and English;
•    Strong interpersonal skills, integrity, proactivity, ability to work in a team under time pressure and strict deadlines.

Duration: 10 (ten) months. However, the duration of the assignment may be increased or decreased according to the availability of the associates, project needs and budget.

The Associateswill be selected by using the Selection of Individual Consultant method in accordance with the World Bank's Procurement Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and grants by World Bank Borrowers, January 2011 (Revised July 2014).
