International Labour Organization (ILO) is inviting applications for the post National Programme Officer - NOA (DC) and Chief Technical Advisor (CTA)-P5.

Job title: National Programme Officer - NOA (DC)

Qualification and competency: 

Education:

University degree in project management, economics, social policy, gender equality, social sciences or other related field.

Experience:

At least one to two years of relevant experience in programme implementation with focus on labour migration, skills & curriculum development, labour market information system, communication at national level; 

Practical experience/skills in reporting Result Based Management; 

Experience in training and capacity building in labour migration at various project levels; Experience working on monitoring and evaluation.

Languages:

Excellent English and Bangla 

Competencies

Good knowledge of programme and budget, project formulation, administration and evaluation techniques and practices. 

Good knowledge of the role and operations of the UN System’s activities for development and of the ILO’s mandate and work concerning labour standards and social protection. 

Knowledge of the office’s financial rules and regulations. Knowledge of office-wide activities and priorities. 

Ability to perform a variety of conceptual analyses required for the formulation, administration and evaluation of projects.

Excellent drafting skills. 

Ability to communicate effectively both orally and in writing. 

Excellent analytical skills. 

Ability to justify requirements and approaches to problem resolution, and ability to negotiate. 

Good organizational skills. Ability to work on own initiative as well as a member of a team.

Proven orientation and technical skills to obtain, manage and share data, information and knowledge from different sources, for the defined purposes and targeted audience.

Training and orientation capacity building of partners and knowledge management. 

Seven years of experience and demonstrated skills in researching and reporting in projects for human rights, labour rights, and/or social, economic and human development will be an added advantage.

Job title: Chief Technical Advisor (CTA)-P5.

Qualification and competency: 

Education

Advanced university degree with demonstrated experience in international development, social sciences or other relevant field.

Experience:

At least ten years of professional experience in the areas of social dialogue, working with the private sector in developing countries, capacity building, corporate social responsibility (particularly in the field of labour standards compliance), programme management or related fields in a senior level position, at least seven years of which has been at the international level.  

Experience of working with business is essential and experience of working with the garment sector is highly desirable.  

Relevant experience working in South Asia would be an advantage.

Languages

Excellent command of English.  Working knowledge of Bengali would be an advantage.

Competencies

Excellent administrative, financial, project and human resource managerial skills;

Proven leadership ability to coach, motivate and train staff for continuous improvement of performance and transform team performance and commitment;

Proven ability to manage change processes and capacity building, particularly within a developing country context, including ability to build partnerships between stakeholders to influence policy making for increased impact;

High level technical knowledge of corporate social responsibility issues, such as compliance needs assessments, remediation, capacity building and training, including a proven capacity to liaise with international buyers;

Expertise in private sector development, preferably in the apparel sector, including a good understanding of the functioning of the global apparel value chain and Bangladesh’s competitive position within the value chain;

High level knowledge of project formulation, administration and evaluation techniques and ability to mobilize resources;

Demonstrated ability to define and resolve problems in a manner that reflects the interests of stakeholders in technical assistance projects and activities, the cultural situation in Bangladesh, the ILO's commitment to fundamental principles and rights, social dialogue and tripartism and the IFC's mission of supporting sustainable private sector development;

Good understanding of the key tenets and dynamics of industrial relations in Bangladesh as well as a foundational understanding of industrial relations at the global level in the garment industry.

High level of understanding of gender equality, gender mainstreaming and equal opportunity principles and approaches, based on experience in mainstreaming gender and promoting inclusive and diverse workplaces in a project and among staff.  Knowledge and expertise in working in industries with high levels of migrant workers is an advantage.

Excellent analytical skills including demonstrated ability to devise socio-economic research and analysis and translate research results into practical policy directions and reports.

Ability to provide authoritative policy and technical advice and guidance; and

High level communications skills, both oral and written including capacity to represent the organization, work with the media, and operate in a multi-cultural environment.

The ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behavior and attitudes.
